Public schools must annually report all local assessments to the Department of Education, including assessment names, subject areas, grade levels, and administration schedules; this information must be published in a searchable online database by July 1, 2027

Establishes a 9-member Assessment Review Board of public school teachers, appointed by the governor and legislative speakers, to annually review TCAP tests and identify questions where 65% or more of students answered incorrectly

Requires LEAs and charter schools to administer the Tennessee universal reading screener to all K-3 students three times per year, with the state providing the screener at no cost; results cannot be used for school accountability determinations

Allows K-2 teachers and pre-kindergarten teachers to use universal reading screener results as an alternative growth model for teacher evaluations

Most provisions take effect July 1, 2026, applying to the 2026-2027 school year and thereafter
