Beginning July 1, 2027, local governments may satisfy newspaper publication requirements by posting required notices electronically online, either through their own systems or third-party websites.

Local governments must pass an ordinance or resolution and adopt a policy before using electronic publication, specifying start dates, access methods, and notice types covered.

Electronic notice systems must be free to the public, provide barrier-free access across common platforms, and ensure security, reliability, and proper record retention.

Third-party website operators may charge local governments a reasonable fee for hosting electronic notices.

Notices specifically required by law to be published in a newspaper must still comply with those existing requirements; the act takes effect July 1, 2026.
