Transfers the Elevator and Amusement Device Safety Board and Board of Boiler Rules from the Department of Labor and Workforce Development to the Department of Commerce and Insurance, effective July 1, 2026

Relocates and consolidates existing elevator, escalator, dumbwaiter, and amusement device safety regulations from Title 68 to a new chapter in Title 62, maintaining current inspection requirements, permit fees, and safety standards

Relocates boiler safety regulations from Title 68 to Title 62, preserving existing inspection schedules, certificate requirements, and licensing provisions for boiler erectors and repairers

Maintains the 8-member Elevator and Amusement Device Safety Board structure (5 elevator-focused, 3 amusement device-focused members) and the 6-member Board of Boiler Rules appointed by the governor

Preserves all existing rules promulgated by both boards under the Department of Labor until amended, repealed, or modified under the new administrative structure
