Requires correctional institutions housing non-citizens to allow entry for oversight purposes by members of the U.S. Congress, Tennessee General Assembly, and their designated employees.

Prohibits facilities from making temporary modifications that would alter what oversight visitors observe compared to normal operations.

Applies to all detention facilities operated by governmental entities or private prison contractors in Tennessee, including those under the state Department of Homeland Security.

Eliminates the requirement for prior notice before oversight visits, including visits to facilities experiencing riots, disease outbreaks, or epidemics.

Takes effect immediately upon becoming law.
