SB2513 - Workers' Right to Live Act

• Requires employers to report workplace fatalities within 24 hours, with a civil penalty of at least $50,000 for failure to report

• Imposes a minimum $250,000 fine per fatality when the state division determines employer negligence caused the death, with funds deposited into a new Worker Protection Fund

• Requires the Department of Economic and Community Development to include "claw back provisions" in all accountability agreements starting July 1, 2026, forcing negligent employers to repay state incentives received in the preceding 3 fiscal years

• Bars employers with a pattern of negligent fatalities from receiving state economic incentives for at least 5 years

• Removes the cap on workers' compensation death benefits, eliminating the maximum total benefit limit for surviving families
