Promotes adoption of "pattern books" for medium-density ("missing middle") housing with pre-approved designs, floor plans, and streamlined permit processes to help small-scale developers build more easily

Defines missing middle housing as residential development between single-family homes and multi-family buildings with more than 12 units

Takes effect immediately upon becoming law; provisions are non-mandatory encouragements rather than requirements
