Establishes graduated permit penalties: 30-day suspension for first violation, 90-day suspension for second violation, and permanent revocation for third or subsequent violations

Applies to violations under multiple code sections including general littering laws, subsurface sewage disposal regulations, and water quality protection statutes

Takes effect July 1, 2026, and applies only to violations committed on or after that date
