Allows individuals to request a pre-application determination from health care licensing authorities regarding whether their criminal history would disqualify them from obtaining a license, certification, or registration

Permits these criminal history qualification requests to be submitted electronically, in addition to the existing written option

Requires licensing authorities to provide written notification with reasons and justification if an individual is determined to be disqualified based on criminal history

Clarifies that the pre-application criminal history determination applies only to that specific individual and does not constitute an advisory or formal opinion from the licensing authority

Takes effect immediately upon becoming law
