Authorizes state officials to recommend tests or vaccinations for animals within Tennessee or imported into the state to protect animal health

Grants authority to order mandatory tests or vaccinations for animals to detect or treat notifiable or monitored diseases

Takes effect immediately upon becoming law due to public welfare necessity
