Establishes a right for persons and companies to engage in and invest in coal, oil, and natural gas exploration, production, transportation, sale, manufacturing, refining, and combustion activities in Tennessee

Prohibits assigning liability or granting injunctive relief for carbon dioxide, methane, or nitrous oxide emissions from fossil fuel activities unless proven to violate the federal Clean Air Act or other federal environmental laws

Restricts lawsuits by governments or private parties seeking emissions-related liability to claims based solely on fossil fuel products actually shipped into the plaintiff's jurisdiction

Creates a judicial process allowing companies to obtain court declarations establishing their covered emissions as zero if emissions are less than 10% of China and India's combined annual emissions baseline

Takes effect July 1, 2026, and applies retroactively and extraterritorially according to legislative intent
