Authorizes the Board of Examiners in Psychology to certify doctoral-level psychologists to prescribe psychotropic medications for behavioral health and mental disorders after completing a post-doctoral master's degree in clinical psychopharmacology, passing a national prescribing examination, and completing a one-year fellowship with at least 100 patient evaluations.

Prohibits prescribing psychologists from prescribing narcotic drugs or opiates, administering electroconvulsive therapy, or prescribing to patients not concurrently under the care of a physician or primary care provider.

Requires prescribing psychologists to complete 20 additional hours of continuing education related to prescriptive authority every two-year renewal period, beyond standard psychology CE requirements.

Allows prescribing psychologists who are diplomates of the American Board of Sleep Medicine to provide oversight for polysomnography services previously limited to licensed physicians.

Takes effect July 1, 2026 for all purposes except rulemaking, which takes effect upon becoming law.
