Creates the Tennessee Outdoor Stewardship Trust Fund in the state treasury to provide grants and loans to counties, municipalities, state agencies, and nonprofit conservation organizations for conservation and outdoor recreation projects

Unobligated funds exceeding $20 million at fiscal year-end revert to the general fund; administrative expenses capped at 1% for the board and 3% for the Department of Finance and Administration

Establishes a 12-member board of trustees with 4 ex officio nonvoting members (state forester, soil/water conservation director, parks director, agriculture commissioner) and 7 voting members appointed by the governor and legislative speakers

Eligible grant uses include state park improvements, wildlife habitat restoration, local park acquisition, wetlands enhancement, public water access projects, and land acquisition for conservation purposes (eminent domain prohibited)

Takes effect July 1, 2026, for most provisions; board member appointments may begin upon passage
