Authorizes physicians to perform stem cell therapies not approved by the FDA for orthopedics, wound care, or pain management, provided stem cells are obtained from FDA-registered facilities with accreditation from recognized organizations (National Marrow Donor Program, American Association of Tissue Banks, etc.)

Requires physicians to obtain signed informed consent from patients that discloses the treatment lacks FDA approval, and mandates all advertisements include a prominent notice stating the therapy is not FDA-approved

Prohibits stem cell therapy using human cells or tissues derived from a fetus or embryo after an abortion, with violations classified as a Class E felony

Creates a Class E felony for the sale, manufacture, or distribution of "computer products" created using human cells, tissues, or cellular or tissue-based products

Takes effect July 1, 2026 for most provisions, with immediate effect for rulemaking by the Board of Medical Examiners and Board of Osteopathic Examination
