Vacates all current Tennessee Arts Commission members on July 1, 2026, and restructures the 15-member commission with new appointment authority divided among the governor (9 members, one per congressional district) and the senate and house speakers (3 members each, one per grand division)

Members must be Tennessee citizens who have demonstrated vital interest in performing, visual, or literary arts and must be broadly representative of all arts fields

Initial terms are staggered at 3, 4, and 5 years (expiring June 30, 2029, 2030, and 2031 respectively) to establish rotation; all subsequent terms are 5 years

Members who serve a full 5-year term are ineligible for reappointment for one year following term expiration

Commission members receive no compensation but are reimbursed for actual and necessary expenses; the commission elects its chair and officers annually
