Expands Tennessee's education freedom scholarship program to include out-of-district public schools, in addition to private schools, as eligible enrollment options for scholarship recipients

Sets scholarship amounts at the state base funding amount for private school enrollment, or tuition and fees charged by the out-of-district public school under § 49-6-3003, with all funding coming solely from state sources

Requires scholarship recipients enrolled in out-of-district public schools to take the same annual assessments as public school students in the same grade level or course

Mandates that private schools and out-of-district public schools report test results to the Office of Research and Education Accountability by June 30, 2026, and annually thereafter, with data analyzed by grade level, income, sex, and race

Takes effect July 1, 2026
