Railroad companies are prohibited from blocking railroad crossings for more than 30 consecutive minutes when the crossing provides primary access to hospitals, residential neighborhoods, or occupied residences

First-time violations carry a civil penalty of $1,000; repeat violations at the same crossing within 18 months can result in penalties up to $3,000

Collected penalties are distributed with 15% retained by the Department of Transportation for administration and 85% going to the affected county or municipality for railroad crossing improvement projects

Railroad companies retain full civil liability for bodily injury or death of persons transported in ambulances or emergency vehicles blocked at crossings in violation of the law

Effective July 1, 2026, applying to violations occurring on or after that date
