SB2644 - Crush Transnational Repression in Tennessee Act

• Creates new criminal penalties for transnational repression, defined as acts by foreign adversaries or foreign terrorist organizations intended to harass, intimidate, or control individuals in Tennessee through physical contact, threats, electronic targeting, or financial coercion.

• Enhances criminal penalties by one classification level for offenses committed by agents of foreign adversaries or terrorist organizations with intent to coerce protected conduct such as free speech, religious exercise, or peaceful assembly.

• Makes it a Class D felony (Class C if acting as a foreign agent) to enforce foreign laws in Tennessee without authorization from state or federal law enforcement.

• Voids court rulings, arbitration decisions, and contracts based on foreign law—including Sharia Law—if they would deny constitutional rights guaranteed by Tennessee or U.S. constitutions.

• Directs the Tennessee Bureau of Investigation to develop transnational repression training for law enforcement by July 1, 2027, and authorizes a multilingual public awareness campaign with annual reporting to the governor and legislature.
