Tennessee Bureau of Investigation must establish a cold case division with 3 geographic regions, each staffed by a regional director and at least 5 cold case detectives

Local law enforcement agencies must submit unsolved missing person or homicide cases to the cold case division after 10 years without resolution

Family members may request cold case division review if the local agency lacks a dedicated homicide/missing persons unit, the case occurred in a municipality under 5,000 residents, or the case has been unresolved for 10+ years

Licensed private investigators hired by victim families may collaborate with local law enforcement on cold case investigations

Family members who filed the original missing person report may request controlled viewing access to case files after 10 years, provided they have no criminal convictions, are not a suspect, and have submitted a formal statement on record
