Directs the Tennessee Advisory Commission on Intergovernmental Relations (TACIR) to conduct a study on homelessness in Tennessee and strategies to combat rising homelessness rates

TACIR must report findings, recommendations, and any proposed legislation by January 31, 2027

Report recipients include the chair of the House committee with homelessness jurisdiction, the chair of the Senate Health and Welfare Committee, and the legislative librarian

Study must be conducted using TACIR's existing resources with no additional funding

Takes effect immediately upon becoming law
