Creates the "Restoring State Sovereignty Through Nullification Act" establishing a formal process for Tennessee to declare federal actions unconstitutional and unenforceable within state boundaries

Allows nullification to be initiated through five methods: governor executive order, legislative bill, state court ruling, petition from 10 counties/municipalities, or signed petitions from 2,000 registered voters

Nullification bills bypass committee review and proceed directly to floor debate, requiring 5 legislative days notice before debate and a vote within 3 days after debate closes

Prohibits state, county, or city officials and employees from assisting in enforcement of nullified federal actions, and bars use of state or local funds for such enforcement

Applies to any federal action past, present, or future—including federal laws, executive orders, agency rules, court decisions, and treaties—with no statute of limitations; takes effect July 1, 2026
