Directs the Governor to evaluate the feasibility of implementing a medical benefits overlay program, specifically the CHAMP Plan offered by Champion Health, Inc., which provides supplemental medical coverage through pre-tax payroll deductions and post-tax benefits tied to monthly healthcare activities

Urges the Governor to negotiate and execute a pilot project agreement with Champion Health, Inc. within 90 days if determined feasible, with the pilot limited to 12 months maximum duration at no cost to the State

Requires any pilot agreement to include State indemnification, State ownership of generated data, terminability at will by the State, and voluntary opt-out enrollment for employees

Mandates a written report to the General Assembly within 60 days of pilot conclusion detailing participation numbers and cost savings, or within 120 days explaining why implementation is not feasible

Requires Attorney General review and approval of any agreement for legal sufficiency, and written consent from collective bargaining agents before offering the benefit to union employees
