Honors the memory of Thomas Hayes "Tommy" Schumpert (December 5, 1938 – death), a longtime Knox County resident and public servant

Recognizes his career as a teacher and coach at Knoxville Central High School (1960-1977), including leading the baseball team to the 1973 State Championship and being named East Tennessee Football Coach of the Year in 1973

Acknowledges his public service as Knox County School Business Manager, Assistant Superintendent, Knox County Trustee (elected 1990), and Knox County Executive/Mayor (1994-2002), during which he oversaw creation of eight new parks

Notes his 16 years as program director of Edsouth, which provided over $16 million in scholarships to more than 870 students

Expresses sympathy and condolences to his surviving family, including his wife of 68 years, Charlotte Truan Schumpert
