Affirms Tennessee's responsibility to lead K-12 education consistent with federalism principles and supports returning primary education authority from the U.S. Department of Education to the states

Urges the Governor to establish a task force for educational leadership with representatives from the General Assembly, Governor's Office, Tennessee Department of Education, and Attorney General's Office

Task force would develop a comprehensive plan for Tennessee to assume responsibility for federal education programs including Title programs, special education, and civil rights enforcement

Encourages the Tennessee Department of Education to inventory all federal education programs and grants administered by the state, including funding amounts and reporting requirements

Directs copies of the resolution be transmitted to the President, U.S. Secretary of Education, and Tennessee's Congressional delegation
