Honors the memory of Emmett L. Bolyard (February 1, 1939 – 2025) of Bolivar, Tennessee, and extends condolences to his family

Recognizes over 61 years of service to the Bolivar Fire Department, beginning January 1, 1964; he was the first paid firefighter in Bolivar, promoted to captain in 1970 and assistant chief in 1994

Notes he received Firefighter of the Year Award in 1982 and 2002, served as a career firefighter until mandatory retirement at age 62 in 2001, and continued as a volunteer until 2025

Acknowledges additional community service including U.S. Army Reserve, reserve school bus driver for Hardeman County Schools, ambulance service work, and over 15 years as custodian at Bolivar's First Methodist Church
