Creates the Taxpayer Savings Grant Program administered by the Comptroller, allowing parents of eligible students to receive tuition reimbursement for private school enrollment

Reimbursement amount is the lesser of actual tuition paid or 60% of per-student state funding provided to open-enrollment charter schools

Eligible students must be Texas residents entering kindergarten/first grade, have attended public school the entire previous year, or have previously participated in the program

Prohibits use of Available School Fund or federal funds for reimbursements, and exempts participating private schools from state education laws enacted after January 1, 2023

Requires the Comptroller to adopt program rules by October 15, 2023, including fraud prevention measures and net savings calculations, with the enrollment adjustment provisions expiring September 1, 2028
