Prohibits school districts from using state-allotted funds to purchase instructional materials on the State Board of Education's rejected materials list or materials containing obscene/harmful content

Requires the State Board of Education to provide 45 days' notice before adding materials to the rejected list, including issuing a proclamation requesting publishers revise the materials

Bans school districts from adopting or using any instructional materials on the State Board of Education's rejected list, regardless of funding source

Restricts open-enrollment charter schools and school districts from adopting open education resource materials that appear on the rejected list

Applies beginning with the 2026-2027 school year; takes effect immediately with two-thirds legislative vote or September 1, 2025
