Extends the preservation period for precinct election records from 22 months to 36 months after election day

Mandates that provisional ballots (both accepted and rejected) be segregated and marked by precinct in separate envelopes, rather than combined for the entire election

Requires ballot images, including serial numbers and precinct indexing, to be posted on the county or secretary of state's website within 5 days of the election if ballots are imaged during the process

Strengthens chain of custody requirements by mandating uniquely numbered seals on secure containers holding ballots, with seal numbers logged, and requiring two witnesses to sign sworn statements when ballot boxes are opened for any authorized purpose
