Adds identification cards issued by Texas public institutions of higher education to the list of acceptable photo IDs for voting purposes

Requires the college/university ID to contain the voter's photograph, date of birth, and full legal name to be valid

Student IDs are accepted if current or expired no more than four years before the date of presentation, consistent with other accepted forms of ID

Existing acceptable IDs remain unchanged: Texas driver's license, DPS personal ID card, election identification certificate, U.S. military ID, U.S. citizenship certificate, U.S. passport, and handgun license

Effective date is September 1, 2025
