Requires counties to contract for biennial cybersecurity assessments of their election systems (previously only required if recommended by Secretary of State and funds were available) and report improvement recommendations to the Secretary of State

Prohibits election systems from connecting to the Internet or other computer networks, except for visible wired connections to isolated local area networks within the building; requires annual compliance verification

Establishes breach notification requirements including immediate notification to governor, lieutenant governor, speaker of the house, and legislative committees, plus written notification to affected individuals if personal data is compromised

Requires voting system equipment to have documented chain of custody and be stored in locked facilities with continuous video surveillance
