Prohibits election authorities operating central counting stations from purchasing or using ballot scanners unless the scanner can only use data storage devices where information, once written, cannot be modified without rendering the device unreadable

Expands existing restrictions from "centrally counted optical ballot scan systems" to all "ballot scanners" used in central counting stations

Requires tamper-evident data storage technology that would show evidence of any attempted modifications to election data

Effective date: September 1, 2025
