Establishes strict chain of custody requirements for ballots from printing through counting, including uniquely numbered seals and documentation, with ballot printing restricted to Texas-based printers

Increases penalties for election-related offenses, including upgrading obstruction of election supply distribution from a Class C misdemeanor to a state jail felony, and creates removal procedures for election administrators who fail to comply with supply distribution requirements
