Requires the Texas Commission on Environmental Quality (TCEQ) to establish a "best practices operator" certification program for aggregate production operations and concrete batch plants that hold air quality permits

TCEQ must adopt best management practices covering air quality monitoring, water use, and blasting operations at these facilities

Facilities are inspected for compliance with best management practices during permit issuance or renewal; operators receive certification if compliant or notification of deficiencies if not

Certified operators who fail to comply have 90 days after notification to correct issues before certification is revoked; operators may request reinspection for certification or recertification

Bids and proposals for public work contracts involving aggregate or concrete batch plant services must include a statement that facility operators will hold this certification, effective for contracts solicited on or after September 1, 2028
