Expands the definition of "health professional" for telehealth coverage purposes to explicitly include mental health professionals acting within their scope of licensure

Adds qualified mental health professional community services providers as eligible telehealth professionals, requiring a bachelor's degree or higher in fields such as psychology, social work, nursing, counseling, or related disciplines, or completion of an alternative credentialing process through the Health and Human Services Commission

Prohibits the Texas State Board of Pharmacy from requiring in-person patient counseling when implementing certain pharmacist-related telehealth provisions

Applies to health benefit plans delivered, issued, or renewed on or after January 1, 2026

Takes effect September 1, 2025
