Creates a new Division of Inspector General for Education within the State Board of Education, with an inspector general appointed by majority vote of the board to serve until removed

Authorizes the division to investigate fraud, waste, abuse, and wrongdoing in public education by school districts, open-enrollment charter schools, regional education service centers, and other local education agencies, including violations of parental rights, school safety requirements, educator misconduct reporting, and the educators' code of ethics

Grants the inspector general subpoena power to compel witness attendance and document production, with enforcement through district courts; allows access to closed meetings (except attorney-client consultations) and confidential records relevant to investigations

Empowers the division to prescribe binding corrective or disciplinary actions for violations, including allowing the commissioner to take control of management of entities that violate school safety and security requirements

Allows parents to appeal discretionary disciplinary alternative education program placements to the inspector general division, and permits complainants to escalate matters to the division if the commissioner does not authorize a special investigation within 90 days
