Expands eligibility for a public improvement grant program for unincorporated communities by adding a new category of qualifying counties

Modifies existing eligibility criteria for counties with populations less than 3,000 that are adjacent to at least three counties under 10,000 population and located on an international border

Adds new eligibility for counties located on an international border that partially contain a national park of less than 100,000 acres

Changes population threshold language from "not more than" to "less than" 3,000 for the first category of eligible counties

Takes effect immediately upon two-thirds vote of both legislative chambers, or September 1, 2025, if that threshold is not met
