Requires the state registrar, local registrar, or county clerk to issue certified birth records without fee to homeless individuals upon request

Directs the Department of Public Safety to exempt homeless individuals from fees for driver's licenses and personal identification certificates, with costs covered through the identification fee exemption account

Defines "homeless individual" as someone lacking a fixed, regular, and adequate nighttime residence, or residing in shelters, transitional housing, institutions, or places not designed for sleeping; excludes incarcerated individuals unless homeless at time of arrest

Establishes a verification process allowing homeless status to be certified by directors of HUD-funded emergency shelters, homeless shelters, transitional living programs, or local law enforcement agencies

Prohibits requiring homeless individuals to provide a physical residential address when applying for these documents; takes effect September 1, 2025
