Expands chemical dependency treatment coverage requirements from group health plans only to include individual health benefit plans, effective for plans delivered, issued, or renewed on or after January 1, 2026

Extends coverage requirements to state employee and retiree health plans, including the Texas Employees Group Benefits Program (Chapter 1551), Teacher Retirement System plans (Chapter 1575), school employee plans (Chapter 1579), and University of Texas System plans (Chapter 1601)

Removes the previous lifetime maximum limit of three separate treatment series per covered individual, prohibiting any lifetime maximum on chemical dependency treatment coverage

Requires coverage for chemical dependency treatment to be provided at no less favorable terms than coverage for physical illness generally under the plan

Updates regulatory authority references from the defunct Texas Commission on Alcohol and Drug Abuse to the Health and Human Services Commission for licensing chemical dependency treatment centers and developing coverage standards
