Allows relatives or designated caregivers who have a child placed with them by the Department of Family and Protective Services to receive support and benefits on behalf of that child

Requires the department to facilitate the assignment of child support rights to the relative or designated caregiver rather than to the state

Requires the department to help designate the relative or caregiver as the representative payee for programs and benefits the child is entitled to, including Supplemental Security Income (SSI) benefits

Creates an exception to the current rule that automatically assigns a child's support rights to the state when placed in substitute care

Takes effect September 1, 2025
