Requires health benefit plans to cover telemedicine, teledentistry, and telehealth services when the patient or provider is located outside Texas, on the same basis as services delivered entirely within the state

Coverage applies only when the patient resides primarily in Texas and the health professional is licensed to provide services in Texas and maintains a physical office in the state

Adds definitions to the Insurance Code for "distant site" (provider's location), "originating site" (patient's location), and "health professional" (physicians, dentists, and licensed/certified individuals authorized to assist them)

Applies to health benefit plans delivered, issued, or renewed on or after January 1, 2026

Takes effect September 1, 2025; passed the House 114-26 on May 13, 2025, and the Senate 28-3 on May 28, 2025
