Recognizes gold and silver specie as legal tender in Texas, provided the specie is marked with weight and purity information and does not bear government mint markings or symbols

Authorizes the comptroller to establish electronic payment systems enabling transactions using currency backed by gold and silver bullion held in the state depository

Participation is voluntary—no person may be required to offer or accept gold and silver specie or currency for payment of debts or deposits

Requires the comptroller to adopt rules covering transaction security, valuation methods, fees, vendor authorization, fraud prevention, and blocking transactions involving foreign adversaries

Legal tender provisions take effect September 1, 2026; remaining provisions including the electronic currency system take effect May 1, 2027
