Requires the Health and Human Services Commission to collaborate with the Department of Family and Protective Services to ensure adoptive parents of children adopted from state conservatorship can consent to medical care provided under Medicaid

Grants adoptive parents the ability to provide and receive information about their adopted child's Medicaid benefits through any electronic interface or system used by the commission

Enables adoptive parents to communicate directly with the commission, the child's Medicaid managed care organization, and any health care providers serving the child under Medicaid

Allows state agencies to delay implementation if federal waivers or authorizations are required, with agencies directed to request such approvals as needed

Takes effect September 1, 2025
