Requires participating organizations to be 501(c)(3) nonprofits with missions serving families, women, or children, and mandates they distribute at least 97% of adoption-designated donations as grants while limiting operating expenses to 3%

Limits eligibility to Texas residents who adopt children under 18 with annual gross household incomes not exceeding $400,000, with grant amounts scaled by income: 50% of expenses for incomes up to $320,000, decreasing to 10% for incomes between $380,000-$400,000

Covers adoption-related expenses including legal fees, home studies, adoption counseling, birth mother medical expenses, case management, and communication support for open adoptions

Provides state matching funds for grants awarded by certified organizations, subject to appropriations availability, with the Commission authorized to revoke certification for organizations that violate program requirements
