Political subdivisions may satisfy newspaper publication notice requirements by using alternative media with greater circulation, including social media, free newspapers, school newspapers, HOA newsletters, utility bills, direct mailings, or other comptroller-authorized media

Alternative notices must also be published on the political subdivision's website and the comptroller's website, and must remain available for the same duration required for newspaper publication

Before using alternative notice methods, political subdivisions must hold a public meeting demonstrating that the alternative media has greater circulation than the largest newspaper in the subdivision

Political subdivisions must submit documentation to the comptroller including newspaper subscriber counts, description of alternative media used, and circulation figures; the comptroller may require newspaper notice if circulation requirements are not met

The comptroller must submit a biennial report by December 31 of even-numbered years comparing the effectiveness of different notice publication methods, with this reporting requirement expiring January 1, 2029
