Removes the September 1, 2009 date restriction for tuition and fee exemptions for students who were adopted or placed in permanent managing conservatorship while under Department of Family and Protective Services care

Expands eligibility for tuition exemptions at Texas public higher education institutions to include former foster youth adopted before September 1, 2009, who previously did not qualify

Exemption applies to undergraduate enrollment and dual credit courses for students who enroll before their 25th birthday

Changes take effect beginning with the 2025 fall semester

Act takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
