Authorizes the Health and Human Services Commission to award one-time grants directly to entities for the construction, expansion, or operation of certain inpatient mental health facilities when the legislature appropriates funds for that purpose

Replaces the specific designation of the Waco Center for Youth with broader authority for the department to designate multiple state facilities as residential treatment facilities for emotionally disturbed juveniles

Requires the department to provide free educational services to all clients at designated residential treatment facilities, paid from appropriated funds

Allows facility clients who are not residents of the local school district to receive education services from that district only with prior approval from the district superintendent

Takes effect September 1, 2025; passed the House 143-2 and Senate 31-0
