Moves the deadline to apply for a mail-in ballot from the 11th day to the 15th day before election day, requiring applications to be submitted by close of business or 12 noon, whichever is later

Eliminates the provision allowing mail-in ballots postmarked by election day to be counted if received by 5 p.m. the day after the election; ballots must now arrive before polls close on election day (except for voters under Chapter 101/UOCAVA)

Establishes specific times when early voting ballot boards may begin accumulating vote results: 12 p.m. for hand-counted ballots, 3 p.m. for jurisdictions with 150,000+ population using machines, and 6 p.m. for smaller jurisdictions using machines; no printed results may be produced until polls close

Requires early voting clerks to post notice of ballot deliveries both at the main early voting polling place and on the entity's website, including dates and times the early voting ballot board will convene to review or count ballots

Requires central counting station managers to provide 72-hour advance notice of when they will begin processing ballots, posted publicly and on the entity's website, specifying whether mail or in-person early voting ballots will be counted
