Defines "transportation protection agreement" as an agreement to pay for transporting a deceased human body from the place of death to a licensed holding facility or crematory when death occurs more than 75 miles from the funeral services location

Excludes transportation protection agreements from the definition of "prepaid funeral benefits" under the Finance Code, exempting them from prepaid funeral contract regulations

Excludes services provided under transportation protection agreements from the definition of "funeral service" in state law

Declares that transportation protection agreements sold by funeral services sellers do not constitute the business of insurance and are exempt from Insurance Code requirements

Takes effect September 1, 2025; passed the House 142-4 on April 10, 2025, and the Senate 31-0 on May 29, 2025
