Texas Department of Licensing and Regulation must maximize licensing reciprocity agreements with other states to the extent allowed by law and identify state laws that prevent such agreements

Texas Commission of Licensing and Regulation must adopt rules by January 1, 2026, establishing procedures to determine if another state's licensing requirements are substantially equivalent based on training/testing levels, scope of practice, and complaint resolution procedures

Department must submit biennial reports to the governor and Legislative Budget Board by December 1 of each odd-numbered year summarizing reciprocity efforts, listing agreements entered into and unsuccessful attempts, and recommending legislative action to increase agreements

Initial report under the new requirements is due December 1, 2027

Passed the House 141-0 on April 24, 2025 and the Senate 31-0 on May 16, 2025; takes effect immediately with two-thirds vote or September 1, 2025 otherwise
