Amends Texas Family Code Section 261.001 to explicitly exclude from the definition of "abuse" a caregiver's refusal to affirm a child's perceived gender identity, including refusal to use preferred names or pronouns, or to affirm a child's expressed sexual orientation

Adds identical exclusions to the definition of "neglect," specifying that caregivers cannot be found neglectful for declining to affirm a child's gender perception or sexual orientation

The exclusion applies to refusal to use preferred pronouns regardless of whether the child has legally changed their name

Passed the Texas House on May 14, 2025 (85-59 vote) and Senate on May 28, 2025 (20-11 vote)

Takes effect September 1, 2025
