Amends Section 143.401(a) of the Local Government Code to expand civil service protections for emergency medical services (EMS) personnel in certain municipalities

Applies to municipalities with a population of 460,000 or more that currently operate under a city manager form of government, OR that operated under a city manager form of government on the date they originally adopted the subchapter

Continues to require that the municipality employs EMS personnel in a municipal department other than the fire department for the subchapter to apply

Allows municipalities that have since changed their form of government to retain civil service coverage for EMS personnel if they had a city manager form when they first adopted the provisions

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
